New era for UK Casinos: Gambling Act Reforms open doors for growth

New UK casino reforms modernise land-based gaming, raising machine limits, permitting in-venue sports betting, redefining gaming tables, and requiring updated licences. These changes aim to boost revenues, support manufacturers, and create fresh opportunities for operators and suppliers.

Following parliamentary approval, long-awaited reforms to land-based casino regulations in England and Wales took effect from July 22nd 2025. First proposed in the Gambling Act 2023 Review White Paper, the reforms aim to modernise land-based casinos and enable them to compete better with the growing online market. The easing of some restrictions and improvement of flexibility for operators, should see an increase in revenues for the gambling industry in the UK.

The highlights of the new regulations:

More gaming machines allowed per venue

  • Converted casinos licensed under the 1968/2005 Acts can now operate up to 80 gaming machines, significantly more than before.
  • Smaller casinos (with at least 280 m² of gambling floor space) can apply to host a sliding scale quota, with up to five machines per table, rather than the previous maximum of two. This policy is intended to better reflect venue size and help them handle peak demand.

The right to offer sports betting in casinos

  • Casino operators have been granted permission to introduce non-remote sports betting for the first time in physical premises. This includes in-venue betting on live sports using dedicated terminals or kiosks.

New definition of a gaming table

  • The regulations have refined what counts as a gaming table. Only table that are operated by staff now count towards the machines-to-table ratios. This is to prevent automated or electronic tables from affecting machine allowances.

Licence-application conditions now required.

  • Operators must now apply to vary their premises license to access the extended entitlements and if this is approved, they will not have an option to ever revert to the previous (lower) allowance.
